What is an FTP program that allows to Bandwidth Throttle?

I have to find an FTP program that allows bandwidth throttling. Currently hosting FTP using Microsoft's IIS 6.0, which only allows throttling of www sites, not ftp sites. Need a program (preferably free but not necessary), that allows FTP hosting but lets you set a maximum bandwidth usage.

  Check out Titan FTP Server ( http://www.titanftp.com/products/titanftp/features.html ), though I don't know if it allows per-user settings.

  Another is the WS_FTP server at http://www.ipswitchft.com/products/ws_ftp_server/features.asp .

  Both should do what you want them to.
